The Canterbury District Health Board (DHB) is one of 20 DHBs in New Zealand,
established under the New Zealand Public Health and Disability Act (NZPHD Act)
in 2001, and is categorised as a Crown Agent under the Crown Entities Act 2004.
Under these Acts, DHBs were required to produce two annual planning documents: a
District Annual Plan and a Statement of Intent. In 2010 the NZPHD Act was
amended to allow these two documents to be combined, so from 2011 onwards, DHBs
now prepare one Annual Plan to meet the legislative requirements of both section
42 and 39 (8) of the NZPHD Act, and section 139 (1) of the Crown Entities Act.
In addition to their Annual Plan and Statement of Intent documents, DHBs must
also work together with the other DHBs in their region to produce a Regional
Services Plan. The Canterbury DHB has worked with its fellow South Island DHBs
to produce the South Island Regional Health Services Plan, which articulates the
South Island DHBs’ shared regional direction.
Together with national policy, these documents help to maintain transparency and
enable robust review of the intentions of both the Ministry and of DHBs. The
documents provide a long term planning element to demonstrate capacity,
sustainability of services and best use of resources. The use of short, medium
and long term performance targets in these documents also assists in evaluating
DHB progress and effectiveness.
The Canterbury DHB's Planning & Funding Division is responsible for producing
these key accountability documents on behalf of the Canterbury DHB.

In accordance with the New Zealand Health and Disability Amendment Act 2010, it also incorporates Canterbury DHB’s Statement of Intent, which is our key accountability document to Parliament and includes performance targets and measures on how the Canterbury DHB is improving the health of its community. |

which is reviewed by auditors working on behalf of the Office of
the Auditor-General to compare the DHBs planned and actual

The Crown Funding Agreement is the contract between the DHB and the Minister of Health which links the AP to the funding provided by the Ministry of Health and the performance required from the DHB. |
